The Early Startup Package (초기창업패키지) is a government-funded grant program run by Korea's Ministry of SMEs and Startups (MSS). It is designed for founders who have already registered a company in Korea but are still in the early stages of building and commercializing their product.
Where the Pre-Startup Package targets founders before incorporation, the Early Startup Package picks up immediately after which supports the critical window when you have a company on paper but need capital and structure to grow it.
To apply, your company must have been founded within the past three years from the date of the program announcement. This is the core eligibility requirement. If you registered your Korean corporation more than three years ago, you are no longer eligible for this program and would need to look at the next stage, the Startup Scale-up Package (창업도약패키지).
As with most Korean government grant programs, foreigners are eligible to apply as long as they meet the eligibility criteria and hold a valid business registration in Korea.
One important distinction from the Pre-Startup Package: this is not a 100% grant. This means that the government funds up to 70% of total program costs, and the remaining portion must be covered by the startup itself: at least 10% in cash and up to 20% in in-kind contributions. Budget accordingly before applying.
The program runs for approximately 10 months, longer than the Pre-Startup Package's 8-month cycle.

It is important to note that the host institution you apply through matters. Each institution has a different industry focus and network, so it is worth researching which operator is the best fit for your sector before submitting your application.
Applications are submitted through the K-Startup portal. Historically, the application window opens in February each year and runs for approximately two to three weeks.

The two programs are often confused, but they target distinctly different stages.
The Pre-Startup Package is for founders who have not yet incorporated in Korea. It walks you through the process of validating your idea, building an MVP, and registering your company. The grant itself funds that journey. You are not expected to have traction or existing operations, but it is welcomed.
The Early Startup Package assumes you already have a Korean corporation and are focused on commercialization. Evaluators expect to see some evidence of progress, early customers, a working product, or measurable milestones, and will assess your ability to execute at the next level.
